Are the user telephone numbers used for phone call confirmation? If an AP person is doing ACH can their phone approval go to their own phone number?

Yes. The one-time security code will be sent to the phone number on file for the user's profile. If they need it sent to a specific phone number, then the user can add or update their contact information by going to Administration > Self Administration.
